Tax rebate in Romania

Romania has recently re-launched its tax rebate programme for foreign productions, making this southeastern European country a hugely attractive filming destination

This revived tax incentive offers 35% tax rebate on productions of €100,000 (documentaries €50,000) or more. Combined with Romania’s long-standing reputation for overall inexpensive production costs, it now presents international filmmakers with a strong financial case for shooting here.

Crew rates, equipment and logistics are typically more affordable than in most of Europe, and this added cashback for filming in Romania will help make even the tightest budgets stretch significantly further. More than that, it allows foreign filmmakers and brands to maximise value on their productions without the worry that quality may be compromised.

This government-backed tax incentive, along with Romania’s incredible locations, including rural villages, historic cities, stunning coastline and breathtaking mountainscapes, make the country an ideal spot for all documentary, commercial and corporate productions.

About Romania’s filming tax incentive

Romania’s filming tax rebate incentive, first launched in 2018 and suspended in 2021, was reintroduced in 2024. It offers foreign filmmakers exciting reasons to film all or part of their productions in Romania

About Romania’s filming tax incentive

Foreign and domestic productions (including co-productions) can claim cashback for filming in Romania if they have spent at least 20% of production costs in the country. The minimum local spend is as follows:

Here’s a quick breakdown of what the scheme offers:

  1. Feature films (over 60 minutes) and TV-series episodes: €100,000
  2. Documentaries: €50,000
  3. Short films & animations: €15,000
  4. Short films & animations: €15,000
  5. Productions are eligible for a 30% tax rebate, though if the project explicitly promotes Romania, the rebate may rise up to 40-45%
  6. There’s a maximum cap of €10 million per project.
  7. Some project types are excluded, e.g., video games, soap operas and commercials (under certain conditions).
  8. Eligible expenses generally include local labour, film equipment rental, location fees, and any services provided by Romanian-based companies.

The annual budget cap for the scheme is €50 million per year, and rebates are awarded on a first-come, first-served basis. For this reason, it’s a good idea to work with a local production company like Storytailors Romania to ensure that applications are filed correctly and on time.

Cashback with a local video production agency
